When I’m looking at them I’m really thinking about how much they cost, how old they are, how much they are worth, how much they are worth in a different valuation system.

To be more specific, the builder would have to go through the review process just like every other builder. If you’re building a house, you just walk in, walk through the door, and sit down. A builder who reviews a building will have their house to look at and decide if it’s a good home, and if not, you’ll have to go through the process.
