The problem with a perpetual inventory system is that it can become a self-fulfilling prophecy. An inventory system that produces a list of everything and then tells you “hey, we’re going to buy this item” just becomes a self-fulfilling prophecy.

If you have some extra ammo that you don’t use anymore, it goes in your inventory and you can give it to someone else. This way you don’t have to worry about it when there’s no one to take it.
